David has over 30 years of local government executive experience, with 21 years as City Manager of Palm Springs. He has been instrumental in the development of our city and creating high levels of services ranging from public safety to improving our streets. David was also recognized by the California League of Cities with the “City Manager Award of Distinction.”

David is a proven leader in local government with a commitment to creating public value every day and advocating for policies that improve the quality of community life. Dear City of Palm Springs Resident – District 5,

I’m excited to be a candidate for Palm Springs City Council - District 5, in the upcoming November 2024 election.  With over 30 years city government experience - 21 years as your City Manager - I’m ready to get back to work for our city!

I’m running for City Council with the intent to build upon the many successes I have helped our city to achieve and as you know, there is so much more to do!  Moreover, as a resident of District 5 for over 18 years, I understand our specific district issues and will strongly represent and advocate for our share of city resources and services.

My commitment to you and our city is unwavering.  I did not stop caring about the future of Palm Springs just because I retired as City Manager.  A lifelong passion for government service was re-energized when the current Council Member of District 5 announced that she was not running for re-election.  Over the next several months, I hope to meet many of you personally, and have an opportunity to discuss issues important to you, both in our district and city wide.  Also, throughout this campaign, I will be sharing with you my ideas for continuing the important work of keeping our neighborhood quality of life strong and providing the highest possible level of city services.

A resident of Palm Springs since 2000, I will bring to City Council over 30 years of executive government experience with demonstrated expertise in a wide range of administrative and economic development achievements.  As Palm Springs’ longest serving City Manager from 2000 to 2021, my responsibilities covered all local government operations, including the Palm Springs International Airport and Convention Center.

I’m proud of the many accomplishments that I was able to achieve during my tenure as City Manager.  Along with the City Council, we revitalized our city through strong economic development initiatives including tourism, new retail, housing, regulation of vacation rentals, and expansion of the Palm Springs Airport and Convention Center.  This significantly expanded city revenues to improve city services such as adding extra police and fire safety services, repaving over half of all city streets, and built a “no-kill” City Animal Shelter, to name a few.

Additionally, I have always seen the value of having strong neighborhood organizations as part of our city’s success – and proud that we institutionalized into city government the organization of neighborhoods known as ONE PS.  Today, this essential neighborhood program has grown to 52 recognized neighborhood organizations.
